Strategic Housing and Economic Needs Assessment (SHENA)
As part of our commitment to undertaking an early review of the Eden Local Plan, we have commissioned a key evidence-based document - a Strategic Housing and Economic Needs Assessment (SHENA).
The assessment outlines the number and type of new dwellings, as well as the employment land needed to meet housing demand and support job growth over the period 2020 to 2040. In line with the area that will be the focus of the Local Plan review, the document focuses on the areas of Eden outside of the National Parks.
Consultant Turley Associates, in partnership with Edge Analytics, has assessed many factors, using new Government policy and guidance, to calculate the district’s housing and employment needs.

The SHENA forms part of the evidence base for a number of other strategic documents, besides the Local Plan, including Eden’s Housing Strategy 2020 to 2025.
Public consultation
Public consultation formed an important part of the assessment. We therefore consulted on the document between 13 November 2020 and Sunday 31 January 2021. We removed all personal contact details from the comments we received before passing the representations onto the consultants for their consideration.
