What is a Business Improvement District levy?
A Business Improvement District levy is payable by a ratepayer and is in addition to the Business Rates for properties that fall within a Business Improvement District area.
How many Business Improvement District areas are there and where are they?
There are two Business Improvement District area in Eden; the Penrith Business Improvement District, which covers the town centre area and the Penrith Industrial Business Improvement District which covers Penrith Industrial Estate, Gilwilly Industrial Estate and Eden Business Park.

Who runs the Business Improvement District area?
We do not run the Business Improvement District areas; each area is overseen by a board made up from local businesses. They will be running a programme of additional services over and above that provided by the public sector. Under the Business Improvement Districts (England) Regulations 2004, we are acting on behalf of the Business Improvement District Boards and will collect the Business Improvement District levies on their behalf.
